Chief Rosevear sheds light on Mosquito Firefighters Association’s Demise.

Recently, there’s been extensive interest in and questions raised by, the community concerning the status of the Mosquito Firefighters Association (MS75FA/MFA), a California 501c3 non-profit organization.

“The organization [MS75FA/MFA] was developed to provide fire safety awareness and preparedness, provide social activities, foster good relationships, support members (paid and volunteer) and raise funds for tools, clothing, and equipment to facilitate providing education to the community and volunteer firefighters. The MFA represents the District’s primary fund raising function.”

The MS75F/MFA is no longer. According to the Chief’s report (below), two past MS75FA/MFA board members filed for MF75/MFA’s Dissolution last November 24, 2021. At the time, neither of the signatories on that Dissolution filing were board members, nor did they reside in the Mosquito fire district. Moreover, this filing was made unbeknownst to the existing MS75FA/MFA board, its membership and the fire department. Nevertheless, relying on the sworn declarations made in the Dissolution Certificate, the California Secretary of State (SoS) and DOJ granted the Dissolution. A check with the SoS’s confirms that the MS75FA/MFA was officially terminated – nunc pro tunc – on May 18, 2022; The two past board members signed said Certificate on May 19 and May 20, 2022, respectively, – after the SoS officially terminated MS75FA/MFA.  By signing the Certificate, they initiated the completion of the MS75FA/MFA termination process;

When the Dissolution notice and the circumstances under which it was filed, was discovered, community and MFA members became concerned. Some even questioned the legitimacy and standing of the two former board members. Others questioned the veracity of the declarations in the MS75FA/MFA’s Dissolution filings, its methods and the distribution of the remaining MS75FA/MFA assets. Well-meaning or not, social media and online post may have added to the misinformation and consequently increased confusion even more.

As a result, at the May 26, 2022 MFPD board meeting, Mosquito Station 75 Fire Chief, Jack Rosevear, after a thorough investigation, published a comprehensive Issue Paper entitled “Report on Status of the Mosquito Firefighters Association [MS75FA/MFA]”. The Chief’s report is provided here in its entirety and is supported by in-depth documentation, including all 26 pages of attachments.
